Cigna was the only company to decrease any rates for 2011. Their HSA plans decreased by 9%.  Anthem and Blue Shield had the smallest amount of changes to rates out of all companies that offer plans.  Anthem increased rates of their HMO plans by 2.6%; all other plans remained the same.  And Blue Shield CA did not increase any rates, nor change coverage. Assurant raised their rates the most; by a factor of 13% over the course of 2011.
